In 1965 a single BE class cattle truck (20505) was rebuilt as a low-sided wagon and reclassified HCA. Thirteen more followed in 1967 (20425, 20426, 20433, 20455, 20462, 20498, 20563, 20594, 20598, 20657, 20662, 20683, 20687) but in that same year they were all reclassified HCL. A further twenty eight wagons were converted in the same year to class HCL (20405, 20442, 20446, 20453, 20468, 20478, 20481, 20483, 20503, 20512, 20517, 20531, 20539, 20548, 20554, 20557, 20561, 20567, 20572, 20585, 20586, 20602, 20608, 20623, 20634, 20639, 20652, 20676). Although superficially identical to the HC class wagons the HCL's had lighter running gear and thus could only carry 9T 13cwt rather than the 19T 18cwt of the HC class. The first wagons written off were almost certainly due to accident damage but they had all gone by 1983:
